H.A.W.X. is set in 2012 over the skies of a world ever more dependent on private military companies (PMCs) and mercenaries from elite who have views on the laxity of the law. As such NGOs win power, a global conflict erupts with a powerful PMC attacking the United States.
The game is located in the same universe of Tom Clancy's Ghost Recon: Advanced Warfighter, Captain Scott Mitchell, Specter is the leader in one of the missions. Plot elements are drawn from other Tom Clancy games, such as missile defense system are in Tom Clancy's EndWar. G4 interview with lead designer HAWX reveals that the game takes place in between Ghost Recon Advanced Warfighter 2 and Tom Clancy's EndWar
